Officer of Administration Vacation Time

Temporary Change to Vacation Accrual:

Officers of administration may temporarily accrue vacation leave beyond the current maximum.

A temporary change was implemented in June 2020 to allow for a maximum vacation accrual of 340 hours. A step-down approach to ending the temporary change to the vacation accrual maximum begins this October to allow more time to use this important benefit:

  • October 1, 2022 - accrual maximum changes to 300 hours.
  • October 1, 2023 - accrual maximum returns to the regular maximum allowance of 260 hours.

Any accrued vacation that exceeds these limits on the established deadlines will be automatically removed from vacation balances.

The Officers of Administration (OA) Time Off Policy (policy number: V.09.02) provides vacation time for OAs.  The Section III of the Time Off procedures  (V.09.02-1) outlines the following details:

A. ELIGIBILITY

OAs on an ongoing appointment of .50 FTE or greater are eligible to accrue vacation time. Eligibility is triggered on the first of the month following an OA’s start date.  For example, an OA hired on October 15th will become eligible on November 1st and an OA hired on December 1st will become eligible on December 1st. Retirees are not eligible to accrue vacation time.

B. ACCRUAL

Eligible OAs accrue vacation time on a monthly basis. Vacation time accrues on the last day of the month and is available for use the first day of the next month.  Eligible employees appointed at 1.0 FTE accrue 15 hours of vacation time per month; eligible employees appointed at .50 FTE or more accrue vacation time in proportion to their FTE.

C. MAXIMUM (Revised 8/8/22)

OAs can accrue a maximum of 260 vacation hours and will forfeit any unused vacation time accrued over this cap.

Between June 30, 2020 and September 30, 2022, OAs can accrue a maximum of 340 vacation hours. On October 1, 2022, the accrual maximum will change to 300 hours, and any unused vacation time accrued over this cap will be forfeited. Between October 1, 2022 and September 30, 2023, OAs can accrue a maximum of 300 vacation hours. After September 30, 2023, OAs will forfeit any vacation accrued over 260.

D. APPROVAL

Vacation time is scheduled with the approval of the OA’s supervisor and should be planned cooperatively. Supervisors should be reasonable in allowing the use of vacation time.

E. CONDITIONS

OAs cannot borrow vacation time or transfer vacation time to another employee. Unused vacation time can only be paid upon separation from employment or transfer to a position not eligible for vacation time. Unused vacation time cannot be transferred to a vacation ineligible position. The maximum number of hours that will be paid out is 180. New OAs who are transferring from another Oregon public university may transfer up to 80 hours of vacation time to their new position.
