Non-Renewed Pro-Tempore Rehire Process

The following outlines NTTF non-renewals from pro-tempore positions and possible rehire scenarios.

Rehiring an NTTF into a Pro-Tempore Position

The duration of a position in the pro-tem classification shall be no more than three years. If the university decides to continue a position in the pro-tem classification for longer than three years, the position must be converted to a career position. In rare cases, a department or unit may petition the provost to continue a position in the pro-tem classification for longer than 3 years for legitimate pedagogical or programmatic reasons. Permission to continue a position in the pro-tem classification for longer than 3 years must be granted by the provost or designee in writing. Please follow these rehiring guidelines:

Rehiring the NTTF into a different Pro-Tem position

  1. If the NTTF is being rehired to do substantially different work in the department, the position will be treated as new. Rehire the NTTF into a pro-tem appointment with a request to offer (RTO).
  2. Attach justification to the RTO that explains how this position is substantially different from the position previously held by the pro-tem faculty member.

  3. Justification will be submitted to the Office of the Provost and Academic Affairs for instructional NTTF, or the Office of the Vice President for Research and Innovation for research faculty positions, for review and approval. If the office finds the position is not new, see below.

Continuing a Pro-Tem position beyond 3 years

  1. If the department/unit determines that they wish to continue a position that is currently pro tem beyond 3 years, the position must be reclassified as a career position, except in rare cases (see 3 below). In this scenario, the person in the position can continue in the newly reclassified career position. Normally, departments/units are asked to submit a request to offer (RTO) for a new appointment as career NTTF. In making this reclassification, the base salary may be adjusted (as is appropriate).
  2. In the internal comments on the RTO include the following statement: “Reclassify to career per the CBA.”

  3. If the department/unit wishes to continue a position for longer than 3 years in the pro-tem classification for legitimate programmatic or pedagogical reasons, the department/unit must seek approval from the Office of the Provost and Academic Affairs for instructional NTTF, or the Office of the Vice President for Research and Innovation for research faculty positions, as the provost’s designee. In this scenario, the office may approve the continuation of a position as pro tem beyond the 3-year limit but the person, except in very rare and extraordinary circumstances, cannot continue in that position.
