Uniformed first-line supervisory position responsible for public safety officers on assigned watch and, within certain assignments, civilian personnel. Shall be trained and equipped as a first responder.

May be assigned to a variety of first-line leadership functions within the following department units:
*Campus Commuter and Event Security
*Communications, Records and Technology
*Crime Prevention and Investigations
*Patrol
*Office of the Director
*Targeted Crimes Unit

Note: This Sergeant position is attached to the Targeted Crimes Unit. Shift hours are 5:00 pm to 3:00 am, Wednesday - Saturday; subject to holiday and weekend shifts as assigned. Flexible schedule required.

GENERAL RESPONSIBILITIES: Coordinates university-wide law enforcement and public safety operations for an assigned shift. Supervises first-line law enforcement/public safety personnel. Participates in delivery of proactive patrol and situational response strategies. Promotes a collaborative community-centered public safety model.

Reviews and approves daily computer-aided dispatch logs, field contact, and incident reports. Provides guidance to officers on proper report writing techniques.

Personally conducts, and/or assigns staff to perform, supplemental field investigations.

Assists in coordinating response to critical incidents during shift.

Works with internal subject matter experts to develop shift-specific outreach initiatives, and determines appropriate means of delivery. Identifies personnel to assist with COPPS presentations and training.

Participates in the supervision of regional campus public safety operations and practices. May partake in routine inspections of UODPS personnel and operations at regional sites.

Supports official inquiries into citizen complaints and professional standards violations occurring on shift.

Assigns, disperses, collects, maintains, and inventories equipment.

Enforces parking rules and regulations during shift.

Coordinates court appearances by self and assigned personnel.

Ensures implementation of and adherence to all UODPS and University of Oregon required training, including but not limited to, diversity and creating a respectful work environment.

Monitors performance of contracted law enforcement, public safety and security services. Supervises the delivery of police and security services for campus events including athletic contests, graduation ceremonies, major concerts, and similar activities.

Integrates security risk management practices and principles into shift operations.

SPECIFIC RESPONSIBILITIES: Specific position assignments will vary depending on the business and operational needs of the department.

The primary role of this position is to provide the following specialized functions in support of the department's community-oriented and trust-based policing philosophy:

*Supervise the daily activities of the Target Crimes Unit and assigned staff.
*Coordinate work efforts of contracted police personnel attached to the Targeted Crimes Unit to ensure consistency of effort and proper alignment with unit objectives.
*Coordinate the development of crime reduction and related problem-solving plans utilizing proactive practices such as SARA (Scan/Analyze/Respond/Assess).
*Coordinate intelligence gathering relating to street-crimes that may impact the campus community.
*Coordinate high-risk security assignments and dignitary protection details for campus-related events.
*Coordinate information sharing and joint tactical operations with criminal justice partner agencies.
*Work in concert with community stakeholders to develop and implement crime reduction strategies relating to specific geographic areas.
*Work in collaboration with other Safe Campus Team units in fostering a proactive approach to addressing crime and quality of life issues within the campus community.
*Provide direct support to the department's regional security administration program ensuring that crime and personal safety concerns are promptly addressed.
*Provide for full integration of community-oriented policing and problem-solving practices into unit objectives and operational plans.
*Provide for the utilization of CompStat management principles into unit objectives and operational plans.
*Provide reports on unit activity to department leadership to include SARA project reports and tactical plans for all problem-solving projects
*Provide first-line supervisory support to the department's patrol team as assigned.

MINIMUM QUALIFICATIONS: Requires a high school education; an associate's degree is preferred. Minimum of two years of progressively responsible law enforcement/public safety experience including one year of supervisory experience. Successful completion of the Oregon Department of Public Standards and Training (DPSST) Special Campus Security Officer course within 18 months of employment.

POSITION-SPECIFIC QUALIFICATIONS:
*Demonstrated knowledge and experience leading a specialized law enforcement street crimes unit is highly desirable.
*Demonstrated knowledge and experience working within a community-oriented policing environment and engaging in such practices is highly desirable.
*Demonstrated knowledge and experience working within an agency that utilizes CompStat management principles and engaging in such practices is highly desirable.
*Demonstrated ability to effective engage diverse and oftentimes opposing demographics in consensus building and problem-solving initiatives relative to crime reduction and quality of life issues.
*Excellent oral and written communication skills and a sensitivity to effectively interact with a highly diverse campus community.
*Ability to work effectively with persons from diverse socio-economic and racial backgrounds.

Final candidates must have ability to successfully pass: Criminal history check; driving record check; physical examination; psychological examination including drug screening; and past employment background review.

Final candidates must meet special requirements: No unpardoned adult felony convictions; no convictions for domestic violence; valid driver's license and proof of insurability; ability to work in potentially hazardous conditions, variable work shifts, proper handling of personal protective equipment.

Highly prefer candidates with following certifications: Adult CPR with First Aid and Automatic External Defibrillation certification (required within 60-days of employment), CPR for the Professional Rescuer with AED specialization preferred; basic law enforcement certification from the Oregon Department of Public Safety Standards and Training (DPSST) or similar law enforcement certification.

SALARY: Annual starting salary $45,000 - $60,000, based on qualifications and experience; excellent fringe benefits including health and dental insurance; options for long and short-term disability, accidental death and dismemberment, and life insurance; deferred compensation plan; employer-paid retirement contributions; vacation and sick leave; and tuition benefits for self or dependents.
