A professional level position within the University of Oregon's Department of Public Safety (UODPS). The Criminal Intelligence Analyst/Law Enforcement Planner performs complex analytical, planning and statistical work in support of the department's administrative, operational, strategic and tactical initiatives. Work performed may be of a sensitive nature requiring a high degree of confidentiality and significant level of discretion. Supervision may be exercised over administrative support staff and student employees. The Criminal Intelligence Analyst/Law Enforcement Planner will work independently in performing regularly assigned duties under the general direction of the Detective Sergeant or other higher ranking supervisor.

RESPONSIBILITIES:

The Criminal Intelligence Analyst/Law Enforcement Planner will be jointly assigned to the following department units:

*Crime Analysis and Investigations (Criminal Intelligence Analyst)
*Office of the Director (Law Enforcement Planner)

Within the context of these assignments the position will be responsible for the following duties:

Criminal Intelligence Analysis
*Provide accurate, timely and relevant information on crime patterns, series and trends;
*Research, analyze, correlate, report and disseminate crime-related information;
*Develop and employ research methodologies that incorporate Geographical Information System (GIS) crime mapping technology;
*Assist in coordination of major case investigations by prioritizing collection of data, delegating assignments, establishing schedules, organizing resources, monitoring progress, making recommendations and projecting trends;
*Collect, examine, assess and correlate criminal intelligence data;
*Directly support the department's community-oriented policing and problem-solving (COPPS) programs;
*Fully participate in CompStat programming, providing timely and accurate crime-related information and intelligence;
*Share crime-related analysis and information with campus planners;
*Assist members of the department, campus community and external agencies in obtaining data from systems to which they have access;
*Make presentations to department personnel, members of the campus community and outside agencies regarding crime trends and identified criminal intelligence;
*Compile statistical information for required annual report and compliance documents;
*Enter data, reports or records of criminal intelligence information into appropriate management information systems.

Law Enforcement Planning
*Perform a variety of professional planning functions, including strategic planning;
*Participate in preparation and development of department goals and objectives;
*Conduct research and compile information on special studies;
*Act as grant administrator for department;
*Assist with creating strategies for addressing policy issues;
*Assist department leadership in researching and reviewing documents such as contracts and intergovernmental agreements;
*Monitor administrative rules, contract negotiations, judicial decisions and legislative developments that may influence department activities;
*Provide input into the development of departmental communications and messaging strategies.

DEPARTMENT OF PUBLIC SAFETY: University of Oregon Department of Public Safety employs more than 70 uniformed, civilian and student staff working in a variety of divisions and teams. The statutory authority granted to commissioned personnel is governed under ORS 352.385. Through its various community-oriented and trust-based policing strategies the Department of Public Safety (UODPS) strives to maintain a safe and secure campus environment conducive to living, learning and socializing. As part of that effort, the UODPS Safe Campus Team routinely collaborates with the Eugene Police Department on matters impacting the greater university community. In addition to its law enforcement services, Public Safety administers the campus commuter and parking services program.

MINIMUM QUALIFICATIONS: Requires a bachelor's degree from an accredited college or university, with major coursework in criminal justice, computer science, geography, planning, management information systems, public administration or a closely related field. One year of professional analytical and/or planning experience within a public agency or any equivalent combination of abilities, experience, knowledge, skills or training that demonstrates competencies in: data collection, analysis and interpretation; preparation and presentation of complex and detailed statistical reports; utilization of computer databases, desktop publishing, electronic spreadsheets, crime mapping and statistical computer applications; design and implementation of multi-faceted planning efforts; analysis and compilation of technical information; multi-tasking; independent judgment and discretion. Experience and demonstrated understanding of relational databases with particular emphasis in SQL Server databases.

PREFERRED QUALIFICATIONS: Knowledge of the subject matter of crime analysis or experience in a criminal justice agency preferred. Knowledge of campus law enforcement, FBI uniform crime reporting and incident-based reporting processes/requirements; principles and practices of law enforcement agency planning and development preferred. Demonstrated analytical, problem identification, and resolution skills; excellent oral and written communication skills and a sensitivity to effectively interact with a highly diverse campus community; demonstrated ability to work effectively with persons from diverse socio-economic and racial backgrounds.

Final candidates must meet special requirements: No un-pardoned adult felony convictions; no convictions for domestic violence; valid driver's license and proof of insurability.

Final candidates must have ability to successfully pass: criminal background check; driving record check; physical examination; psychological examination including drug screening; and past employment background review.

Highly prefer candidates with the following certifications: Law Enforcement Data Systems (LEDS) certification (certification required within 30 days of employment); International Association of Crime Analyst (IACA) certification highly desirable but not required at time of employment.

SALARY: Annual starting salary $50,000 - $60,000, based on qualifications and experience; excellent fringe benefits including health and dental insurance; options for long and short-term disability, accidental death and dismemberment, and life insurance; deferred compensation plan; employer-paid retirement contributions; vacation and sick leave; and tuition benefits for self or dependents.
