The Lieutenant is a uniformed management position within the University of Oregon's Department of Public Safety (UODPS). A Lieutenant may be assigned to a variety of senior level leadership roles within the department. Direction is exercised over Sergeants, Corporals, Public Safety Officers, Security Officers and, within most assignments, civilian personnel. May be attached to one of the following teams/divisions: Officer of the Director-Professional Standards and Conduct; Campus Commuter and Event Security Services; Communications, Records and Technology; Patrol; and Safe Campus. Often the highest ranking law enforcement/public safety official on campus, the incumbent is expected to make command decisions without the benefit of consultation from a higher authority. Incumbent will be trained and equipped as a first responder. Lieutenants report directly to the Deputy Director/Deputy Chief and/or Director/Chief, depending on assignment.

Special Note: This position will be assigned to the Office of the Director-Professional Standards and Training team. Work hours will be 9:00 am to 5:00 pm Monday-Friday (standard), and holiday and weekend shifts as assigned.

RESPONSIBILITIES:

In addition to the duties expected of all Lieutenants, this position will provide the following specialized functions in support of the department's community-oriented and trust-based policing philosophy:

Assist the Director/Chief in managing the daily activities of the Office of the Director and assigned staff.

Coordinate professional standards program as follows:
*Intake and assignment of all citizen and internal complaints concerning public safety employee misconduct, performance, rule violations and/or other unique confidential inquiries.
*Identify public safety personnel who do not conform to prescribed standards of conduct and assist in improving performance.
*Monitor investigators; require fact-finding investigations in order to eliminate allegations of bias.
*Review completed investigations for quality control and make reasonable and defensible disciplinary recommendations to the Director/Chief, if applicable.
*Secure and maintain all case file and investigation records, and administer department's internal affairs computer-based records management system.

Coordinate employee grievance process working closely with union members/representatives, administrative partners and UODPS supervisors to appropriately respond to complaints/concerns of represented staff.

Coordinate training, certification, professional development and related programming to ensure that related records, requirements and schedules are properly maintained.

Coordinate recruitment, selection, screening and promotional programs to ensure the selection of competent and qualified personnel.

Develop, plan and organize professional standards to improve and modernize existing policies and procedures in support of the department's mission; recommend best practices based on national standards; design policies and procedures for conformity with accreditation standards; and oversee department accreditation efforts.

Serve as Public Safety's chief diversity officer ensuring a diverse and culturally sensitive work force through collaboration with the Office of Affirmative Action and Equal Employment Opportunity and the Office of Institutional Equity and Diversity in developing and implementing the department's Diversity Strategic Action Plan.

Serve as the chair of the department's service awards and recognition committee responsible for the identification of award types/standards, notable performances and annual awards ceremony.

Provide oversight of the department's peer support program.

Prepare periodic reports; monitor staffing and take command during emergencies, civil disorders or disasters and perform other related duties.

DEPARTMENT OF PUBLIC SAFETY: University of Oregon Department of Public Safety employs more than 70 uniformed, civilian and student staff working in a variety of divisions and teams. The statutory authority granted to commissioned personnel is governed under ORS 352.385. Through its various community-oriented and trust-based policing strategies the Department of Public Safety (UODPS) strives to maintain a safe and secure campus environment conducive to living, learning and socializing. As part of that effort, the UODPS Safe Campus Team routinely collaborates with the Eugene Police Department on matters impacting the greater university community. In addition to its law enforcement services, Public Safety administers the campus commuter and parking services program.

MINIMUM QUALIFICATIONS: Requires an associate's degree in a relevant field and a minimum of three years of progressively responsible law enforcement/public safety experience including two years of supervisory experience, preferably in a campus and/or metropolitan area, or any equivalent combination of training, knowledge, skills, abilities and experience that demonstrate the following competencies: Established background in applying law enforcement/public safety practices and techniques; demonstrated success in supervisory positions within a law enforcement/public safety setting; proven ability to effectively train personnel in accordance with established law enforcement/public safety training standards; training and expertise in community-oriented policing practices; commitment to delivering community-centered awareness and prevention programming; ability to assess critical or emergent situations and determine an appropriate course of action; knowledge of mandatory crime reporting laws/regulations and other campus specific legal requirements; understanding of facilities security programming.

PREFERRED QUALIFICATIONS: Knowledge and experience related to the research, developing and writing of law enforcement policies and standards preferred. Knowledge and experience related to the administration of a professional standards program within a law enforcement setting highly preferred. Knowledge and experience in developing, coordinating and conducting law enforcement training programs preferred. Demonstrated analytical, problem identification, and resolution skills; excellent oral and written communication skills and a sensitivity to effectively interact with a highly diverse campus community; demonstrated ability to work effectively with persons from diverse socio-economic and racial backgrounds.

Final candidates must meet special requirements: No un-pardoned adult felony convictions; no convictions for domestic violence; valid driver's license and proof of insurability; ability to work in potentially hazardous conditions, variable work shifts, proper handling of personal protective equipment.

Final candidates must have ability to successfully pass: criminal background check; driving record check; physical examination; psychological examination including drug screening; and past employment background review. Successful completion of Oregon Department of Public Safety Standards and Training (DPSST) Special Campus Security Officer course within 18 months of employment will be required.

Highly prefer candidates with the following certifications: Adult CPR with First Aid and Automatic External Defibrillation (AED) (certification required within 60 days of employment); CPR for the Professional Rescuer with AED specialization preferred; basic law enforcement certification from DPSST or similar law enforcement certification highly desirable, but not required at the time of employment; advanced law enforcement supervisory certification from DPSST or similar law enforcement supervisory certification. Certification will be required if the Department transitions to a sworn law enforcement organization as currently under consideration.

SALARY: Annual starting salary $65,000 - $75,000, based on qualifications and experience; excellent fringe benefits including health and dental insurance; options for long and short-term disability, accidental death and dismemberment, and life insurance; deferred compensation plan; employer-paid retirement contributions; vacation and sick leave; and tuition benefits for self or dependents.
